Features on TWC TV include:

Customers can download TWC TV from the App StoreSM, launch it, log in and scroll through the channel lineup to select preferred programming. Interactive program guide, channel tuning and DVR management features require a set-top box or DVR running the “Navigator” interactive program guide.

It would make more sense if you could use it outside of your home though. I don't see why anyone would need to be able to stream while in their home when you could just turn on the TV. Then again, maybe some people would prefer to watch TV on a 3.5 inch screen over the 45 inch TV they bought. I use my regular TV at home, and when I am out, I use my iPhone or iPad. I use the DISH Remote Access app which has the same idea as the Time Warner app, but completely different features. Like the Time Warner app, I can watch live TV on my iPhone. The difference is that I can stream anything I have recorded to my 922 SlingLoaded receiver as well. What's even better is with DISH's TV Everywhere technology, I can watch TV anywhere I am, whether it's on my way to DISH where I work, or headed to school on the light rail. Time Warner does have a good app, but I think with its limited abilities, I can't help but see this app as a toilet TV since that's the only real place you'd use it.
